Man pleads guilty to exposing genitals in changeroom

A Kelowna man has pled guilty to the charge of exposing genitals to an underage person and will be sentenced at a later date.

A Kelowna man has pled guilty to the charge of exposing genitals to an underage person and will be sentenced at a later date. 

34-year-old Joseph Perkins has been in custody since he was arrested at Johnson Bentley Aquatic Centre in West Kelowna in February, after a man reported to staff that a half-naked man was fondling himself as his wife, 2 daughters, and infant son were changing. 

Perkins was found by police in a change room wearing only a shirt, with a soaking wet pair of pants and female underwear, and a jar of urine also inside the room. Officers found a marijuana bong, children's books, used latex gloves, an old broken cellphone and women’s makeup inside a bag he was carrying. 

Perkins was set to be sentenced following his guilty plea and the defence and crown even had a joint submission recommending a 6 month jail sentence, but a pre-sentence report, which would assess his risk to the public, had not been ordered. 

“I have to have that information to properly sentence your client, to ensure that the joint submission that I am endorsing is appropriate,” said Provincial Court Judge Ellen Burdette. 

She ordered a pre-sentence report with a psychiatric component for next month.
