Penticton City Council highlights for May 13

A brief and informal summary of the latest decisions made by Penticton City Council.

Council Appointments

Council has appointed Councillor Reynen as a municipal director to the Regional District of Okanagan-Similkameen (RDOS).

Council approved a rotating schedule for Deputy Mayor that sees each Councillor serve as Deputy Mayor until the end of 2025.

Council Decisions

BC Transit Agreement
BC Transit Annual Operating Agreement has been approved by Council for the 2025/26 season.

100 More Homes Memorandum of Understanding
Council authorized $45,000 in funding to extend the City’s partnership with 100 More Homes to the end of December 2025. This bridge funding enables a dedicated focus on regionalizing the approach with the RDOS to address housing and homelessness. Meanwhile, 100 More Homes will continue to support the ongoing successful operations of the temporary shelter, Heart & Hearth implementation (should it come to Penticton), a forthcoming youth housing proposal, and data reporting, etc.

Health Canada Grant
Council directed staff to withdraw from the Emergency Treatment Fund Grant and provide a letter of support to Health Canada to work with Ooknakane Friendship Centre directly.

Union of BC Municipalities Grant Application
Council supported a grant application to UBCM in the amount of $10,000 to support the development of a renewed relationship agreement with snpink’tn Indian Band.

2024 Audited Financial Statements
Council accepted the Audited Financial Statements for the year ending December 31, 2024.

Quarterly Updates
Council received into the record the following quarterly updates:

  • 2025 Q1 Financial and Corporate Business Plan Update
  • 2024-2026 Council Priorities – Quarter 1 2025 Update

Riverside Park ‘Leash Optional’ Area
Council approved the continuation of a “leash-optional’ area at Riverside Park without fencing. The City will continue to monitor all ‘leash-optional’ areas and make adjustments as required based on the needs of the community.

Development Applications

Variance Permit for 1165 Kilwinning Street
Council approved the Development Variance Permit PL2025-9985 to reduce the rear yard setback for a principal building to allow the construction of a secondary suite.

Zoning Amendment, Development Variance, and Development Permit for 235 Yorkton Avenue

Council gave first three readings and adopted Zoning Amendment Bylaw No. 2025-07, a bylaw to rezone the property from CT3 – Hotel Resort to RM3 – Medium Density Multiple Housing. The application included two buildings, one six storey mixed-use building with commercial fronting Yorkton Avenue and dwelling units above, and one four storey apartment building.

Zoning Amendment for 2324 Government Street
Council gave first reading to Zoning Amendment Bylaw No. 2025-08, a bylaw to add indoor recreation as a permitted use to allow for the operation of a dance studio at this location. A Public Hearing will be held on May 27.
