Vernon City Council highlights for May 26

OCP and Transportation Plan engagement launches
Council received an update on the Official Community Plan (OCP) and Transportation Plan, with a focus on draft future land use and major transportation improvements in the South Vernon and Okanagan Landing areas, thereby concluding a four-part series of reviews. Public engagement is now underway, with a survey open until June 30. Residents are encouraged to share their input and help shape the future of Vernon at www.engagevernon.ca/ocp-tp.

Support for Canada Day celebrations
Council provided support for the 2025 Canada Day celebration, organized by the Vernon Okanagan Inspired Community Events Society (VOICE), with both funding and in-kind services. These include: waived permit and rental fees (including a permit for entertainment), six portable washrooms, access to park facilities, tables and chairs and on-site staff and traffic control.

Robotic field line painter coming to Vernon
Council has approved the purchase of a robotic sports field line painter, at a cost not to exceed $75,000, to be funded from prior year unexpended funds.

The new GPS-guided equipment will improve the accuracy and consistency of field markings for various sports, reduce manual labour, and increase overall efficiency. The existing ride-on equipment will be retained as a backup to support operational flexibility.

ALC Project receives BC Hydro grant
Council approved a $444,951 grant agreement with BC Hydro through its Power Smart Commercial New Construction Incentive Program to support the Active Living Centre (ALC) project. The ALC will feature high energy efficiency and align with Vernon’s Climate Action Plan goal of being net-zero ready.

Non-Farm Use Application approved for water reservoir
Council has approved forwarding a Non-Farm Use application to the Agricultural Land Commission (ALC) for the construction of a new water reservoir on a 5.15 ha portion of a 19.8 ha property off Okanagan Avenue, within the Agricultural Land Reserve. The project, led by Greater Vernon Water, is intended to improve water storage, pressure, and fire flow capacity in the Okanagan Landing area, supporting both domestic and agricultural water needs.

The proposed site, located on steep terrain, is currently part of the Okanagan College Connector Trail, which will be realigned to maintain public access. The application will be forwarded to the ALC for final consideration.

Council has approved the 2024 Statement of Financial Information (SOFI), will be included in the Annual Report. The SOFI provides a detailed overview of the City’s financial performance, including statements of assets, liabilities, and remuneration.

Zoning Bylaw updates move forward
Council advanced updates to Zoning Bylaw 6000 by giving first and second readings to Zoning Text Amendment Bylaw 6012, which addresses community feedback, helps to streamline development approvals, and refines sections not covered by recent provincial housing legislation.

Council also scheduled a Public Hearing for June 23, 2025, at 5:30 p.m. in Council Chambers.
