Child care centres
Council OK’d two rezonings for two separate child care centres—one at 3466 Hall Road and another at 4578 Raymer Road. The new centres could mean an additional 77 child care spaces in the city.
Council priorities update
Council reviewed and updated its priorities for the 2023 – 2026 Council term. The updated priorities retain their core focus with refinements to clarify intent, reflect current conditions, and align with ongoing efforts. Key updates include:
- Crime & Safety: Advocate for a regional secure, compassionate care facility.
- Affordable Housing: Advocate for faster implementation of electrical infrastructure to support growth.
- Transportation: Advance “quick build” cycling infrastructure and ensure consistent design citywide.
- Economy: Launch a Task Force on Economic Prosperity and boost sports tourism and recreation.

Agriculture, Climate & Environment: Merge focus areas to advance long-term projects like the Climate Resilient Kelowna Strategy and secure agricultural water supply.
Annual report
Council received the 2024 Annual Report and the 2024 Statement of Financial Information, which includes the Council Remuneration and Expense Report, employee remuneration and expenses, payments to suppliers, and grants and contributions. Annual financial reporting is required for all municipalities under the Financial Information Act, and is available at kelowna.ca/annualreport.
Capital program update
Council heard a staff update around progress on capital projects in the 2025 Financial Plan. Guided by the 10-Year Capital Plan and Five-Year Financial Plan, Kelowna is making record investments in infrastructure to support its rapid growth, with more than $425 million in annual capital spending and more than 20 major projects underway in 2025.
Strategic facilities master plan
Council supported a long-term framework to guide investments in public buildings and facilities over the next 15 years. As the city grows, this plan will help ensure the right spaces are in the right places to support community needs, now and in the future. The plan looks at the condition of the City’s current buildings, identifies where improvements or new facilities are needed, and sets clear priorities for action.
