A city councillor who's been publically opposed to the city's move to limit marijuana retailers isn't changing his tune.
At Monday's meeting, councillor Charlie Hodge voted against adopting the bylaw, that would ban dispensaries from selling out of storefronts, which had moved through a public hearing two weeks ago.
Hodge says he thinks the city is interfering too much with people who have medical uses for it.
"I think we're putting the cart before the horse, and I think that people who are looking for medical marijuana versus recreational marijuana are going to be hard-pressed to get. And therefore, I can't support the bylaw, and just wanted to explain why."
Hodge has said in the past that he also thinks it puts a stigma on people who use cannabis products.
He was the only to vote against it.
And after previously getting one vote in opposition, another councillor decided to send a protest vote the way of the 2017 budget.
Last week, Councillor Tracy Gray voted against the budget, based on the principle that new hires at City Hall weren't being kept to a reasonable level.
After missing that meeting, Councillor Brad Sieben echoed her concerns on Monday.
"I have to concur with some of the comments I believe that Councillor Gray said, I think when you look at specific items there's always things in budgets that you agree or don't agree with. But there's some other principles you look at," he said.
"And for me, I do concur that we added many staff positions after a year that was supposed to be a catch-up budget. So I won't be supporting this."
The financial plan was only on the agenda for council to give its final approval.
The now-official plan includes funding to hire upwards of 20 new staff members.
