A controversial housing project in Rutland is moving forward to a public hearing.
On Monday, Kelowna council gave its initial approval to a proposed 49-unit apartment building at Rutland Road and McCurdy Road, that would house recovering addicts.
Councillor Mohini Singh says she wants to give neighbours the chance to speak at a public hearing.
"This issue has been a very public issue, and people on both sides are very passionate about this. And I do believe moving this forward to a public hearing so we actually get to hear what the public has to say directly, is important," she said.
The 4 storey building would be built on land owned by the Knights of Columbus, and operated by Freedom's Door.
The building would have counselling services and zero tolerance for any alcohol or drugs.
Councillor Gail Given says while the future occupants have raised plenty of controversy, council's job on Monday was to focus on zoning.
"Under the Local Government Act, we can legislate land use, not who occupies the building - I thought that was quite an interesting comment," she said.
"I think an apartment-style complex on the corner of two arterial roads across from some commercial is appropriate."
Neighbours who are opposed to the project have said it's too close to multiple schools, and that there aren't enough services in the area.
