The city's proposed 2018 budget is ready for council's scrutiny.
The financial plan will be introduced on Monday, and debated at a special meeting all-day Thursday.
The plan features a 3.59% tax increase, which is still subject to council's approval.
Staff say that 2% of that increase is a result of past promises, which include operating costs of the new police building, bulking up the savings account for the Fire Department, and upgrades to the utility billing system.
The city is also looking to hire 12 new firefighters along with four RCMP officers.
This year's proposed operating budget is 134 million dollars, with 46.8 million in capital investment.
Taxation accounts for roughly 37% of the city's budget.
