Planning and Development Stats
Council received an update from the Planning, Climate Action and Development Services Division on 2023 planning and development statistics. Both construction and development application activity were stronger than forecasted in 2023, with construction above the five-year average and development applications above the 10-year average.
The type and location of housing projects under construction are consistent with Kelowna’s Official Community Plan goals of placing the bulk of new density in the City’s core/urban area in a multi-family format. While building permit volumes were less than in 2022, the permits that did move forward were larger in scale, which pushed the gross value of permits issued in Kelowna to a record high of $1.7 billion.
Development Application Reports and Related Bylaws
Council gave initial consideration to rezoning 1660 and 1670 Bernard Avenue from the RU4 duplex housing zone to the MF3 apartment housing zone to facilitate the development of apartment housing, and 1132 Centennial Crescent from the RU4 duplex housing zone to the MF1 infill housing zone to allow for a small-scale infill development.
Development permits were approved for the form and character of mixed use residential commercial building at 1864 Gordon Drive and a new industrial building at 3256 Appaloosa Road.
