Council supports Okanagan Basin Water Board’s invasive mussel prevention initiatives
The Okanagan Basin Water Board (OBWB) gave a presentation on the potential, costly devastation that invasive quagga and zebra mussels could inflict on our environment and infrastructure. Council supported OBWB’s request to write the provincial and federal governments seeking additional funding and prevention initiatives to keep mussels from infesting freshwater sources such as Okanagan Lake.
Council supports 2024 grants in aid
Council supported cash grants in aid of $115,828 to assist non-profit organizations that provide services within our community, an increase of $2,000 from 2023. Council also endorsed $36,750 for in-kind grants in aid, which waive or reduce facility rental fees for community service groups.
Housekeeping amendments for 2023 to 2027 Financial Plan Bylaw introduced
Council gave first, second and third readings to 2023 to 2027 Financial Plan housekeeping amendments, which reflect actual capital project expenditures and confirm grant revenues approved by motion as of the City’s fiscal yearend.
Development variance permitted for new construction in Lakeview Heights neighbourhood
Council permitted a development variance to reduce an access easement setback from 6.0 to 0.9 metres for a garage and from 4.5 to 3.0 metres for a residence to be constructed at 3053 Wales Road. Council denied a Hillside Development Permit and Development Variance Permit that would have also permitted an increase in building height from 10.0 to 11.32 metres.
Agritourism accommodation approved in Bartley North neighbourhood
Council authorized a development variance to permit agritourism accommodation, deemed supportive of the property’s existing agricultural operations, and operating outside of the principal residence, at 1895 Bartley Road.
Multifamily development proposal for Westbank Urban Centre receives initial support
Council gave first, second and third readings to a Zoning Bylaw amendment that, if adopted, will rezone 3715 and 3717 Hoskins Road and 2424 Dobbin Road from three Single Detached Residential lots into one Comprehensive Development property and allow a proposed seven-storey, mixed-use building with 90 square metres of commercial space, 65 residential units, 250 square metres of outdoor amenity space and parking. Prior to Council consideration of adoption, B.C.’s Ministry of Transportation and Infrastructure must approve the bylaw, required setbacks and lot consolidation.
Purpose-built rental housing approved in Westbank Urban Centre
Council authorized a development permit to allow townhouse development at 2405 Bering Road, that would be offered as affordable rental housing once constructed. Council also approved requested variances including: A decrease in the side property set back from 6.0 to 0.9 metres; a reduction in the front parcel setback from 6.0 to 0.1 metres; lowering the side boundary parking setback from 3.0 to 1.0 metres; permitting 15 parking spaces instead of 17; reducing the two-way access aisle width from 7.0 to 1.5 metres; and increasing the driveway width from 7.0 to 30.61 metres.
